An academic reform initiative to optimize TVL learning

The Joint Delivery Voucher Program for Senior High School Technical-Vocational-Livelihood (JDVP-TVL) is a DepEd tuition assistance initiative supporting Grade 12 students in public schools that lack resources for TVL specializations. Vouchers allow students to enroll in private schools, non-DepEd public schools, or technical vocational institutions that offer the required training.

By partnering with these institutions, the program helps fill resource gaps in public schools. DepEd directly disburses payments to partner institutions after validating their services, ensuring a streamlined process where students are not involved in financial transactions.

Private schools, non-DepEd public senior high schools, and technical vocational institutions offering TVL specializations are encouraged to participate in the JDVP-TVL program.

Technical Vocational Livelihood Track

An innovative approach to pursue TVL specializations

The Senior High School (SHS) program under K to 12 offers students a range of academic and career-oriented tracks, including the Technical Vocational Livelihood (TVL) Track. This track includes four strands—Agri-Fishery Arts (AFA), Home Economics (HE), Information and Communication Technology (ICT), and Industrial Arts (IA)—some of which align with TESDA's National Certificates (NC).

The Joint Delivery Voucher Program supports TVL students by providing vouchers to enroll in partner institutions, such as private schools and technical vocational institutions. These institutions offer the facilities and expertise needed for specialized TVL courses, broadening educational opportunities and enhancing the quality of vocational training available to students.

Promoting and strengthening partnerships between DepEd and partner institutions

The Joint Delivery Voucher Program (JDVP) strengthens partnerships between DepEd and private institutions, recognizing their vital role in enhancing education. By bridging public and private sectors, the program supports the State’s goal of providing accessible, quality education to all Filipino students.

To boost program efficiency, a dedicated Web Portal has been launched, allowing DepEd and partner institutions to collaborate seamlessly. This tool enhances program management, ensuring the successful delivery of TVL education through improved coordination and support for all stakeholders involved.
